I refer to your letters of 5 and 15 July to Chris Kelly and John Woodrow respectively.
In order to advise overseas posts, John Woodrow would like to know, as soon as possible, whether you have given any thought to how long after the deadline for a particular applicant's age group a post should accept a late application, assuming it were satisfied that the "special circumstances" criteria were met. Should there be a point after which posts should not accept late applications without reference to HKID, however otherwise deserving they appear to be? What will HKID's approach be to the acceptance of applications made in Hong Kong which miss the relevant deadlines by several months or even by a number of years? Is it not possible that some could be made so close to the final deadline of 30.6.97 as to allow insufficient time for them to be processed?
