The Memoranda on the Seaman's Identity Books, which were exchanged between the British and Chinese Governments in 1992, also confirm that the HKSAR will be able to issue, after 30 June 1997, seafarer's documents in accordance with ILO 108. Subject to the ratification of the application of ILO 108 to Hong Kong after 1997, holders of the HKSAR seaman's documents can enjoy the facilities stipulated in ILO 108.
