Seafarers who are HKBDTC's get Seamen's Certificates of Nationality and Identity (SCNIs). Those who are not eligible to become HKBDTCS get Seamen's Identity Books (SIBs). After 30 June 1997, because of the explicit reference to British

nationality, SCNIS will cease to be valid; the Chinese have agreed that we may issue SIBS up to and including 30 June 1997; they will be valid beyond 1997 until they expire, ten years after issue. Their holders will then require HKSAR seamen's travel documents.

Our proposal

We propose

(a) eligibility

After 30 June 1997, seafarers who have right of abode, or unconditional stay, in the HKSAR and who cannot obtain national passports or travel documents of other countries or territories should be eligible for a HKSAR Seamen's Identity Book.

(b) re-admission to the HKSAR

Seamen holding HKSAR Seamen's Identity Books should be re-admitted to the HKSAR without restriction during the validity of their documents and for 12 months following their expiry.

(c) validity: ten years plus 12 months after

expiry.

(d) remarks :

China has not yet become a party to the International Labour Organisation (ILO) Convention No. 108.
