We expect the public to welcome the proposal to consult the Chinese side now on SAR travel documents. We think that the public will see this as a reasonable and responsible step in planning ahead for the SAR Government in through-train fashion. The most important public concern will be that freedom of movement and travel convenience are as little affected by the transition as possible. Questions will be asked about the comparative benefits of BN(O) and SAR passports, and BN(O)s [and prospective BN(O)'s] will welcome any confirmation of their eligibility for HKSAR travel documents. The reminder that BN(O) passports go through 1997 should also be generally helpful.

There will be no publicity specifically on these proposals. We will make a full public announcement when, and if, we have reached agreement with the Chinese.
