All successful applicants for

The think ing is that perhaps Chinese language proficiency should be a condition for any eventual transfer to local permanent and pensionable terms, as it is expected that the use of the Chinese language will become increasingly important in the post 1997 period in which the majority of the pensionable service will fall.

Overseas agreement officers who do not apply for transfer to local terms and conditions of service will remain on overseas terms and conditions and continue to be subject to possible replacement by local officers under the localisation policy.

Officers

Overseas permanent and pensionable terms will not be allowed to change to local terms as they have accepted permanent employment on their existing terms.

The Government remains firmly committed to the localisation policy. The major tenets of the policy remain unchanged, Le. giving preference

giving preference to local candidates on recruitment and replacing officers on overseas agreement terms by suitable local officers as and when the latter become available.

The change outlined above has no effect on the filling of principal official posts in the future Special Administrative Region Government. These posts will have to be filled by permanent residents who are Chinese nationals with no right of abode in any foreign country.

9.

Heads of Departments and Heads of Grades should draw the attention of officers on overseas agreement terms and conditions of service to these arrangements which are implemented with immediate effect.
