HONG KONG: LOCALISATION
1. I attach a memorandum prepared by the Hong Kong Civil Service. This lays out the terms under which officers in the Hong Kong Civil Service now on overseas agreement terms and conditions of service may apply (before the end of September 1993) for transfer to local terms and conditions of service.
2. One of the conditions is that an officer must demonstrate his or her commitment to Hong Kong by becoming "a permanent resident as defined under the Immigration Ordinance". As spelt out in Annex A of the memorandum and guidelines in Annex B, this means that the officer in question must, unless wholly or partly of Chinese race, be a BDTC by virtue of a connection with Hong Kong.

As I understand it, there is no problem with British citizens also being BDTCs (or BN (0)s for that matter). I would be grateful if you could confirm that this is the case - we do not hold the relevant volume of Consular DSP in the Department. May they hold two passports? Or must the BC one be endorsed to show the BDTC status? Am I right to say that it is only those who acquire citizenship under the terms of the 1990 British Nationality Selection Scheme (that is to say BDTCS becoming British citizens rather than the other way round) who must (at a time yet to be defined) lose their BDTC status (to comply with Section 2 (2) of the 1990 British Nationality (Hong Kong) Act?
I would be grateful if Miss Brooks would advise on the final question in paragraph 3.
