I believe the problems we've encountered here are more serious than London because of the large number of recent immigrants from Hong Kong, and many of them still have strong emotional attachment and family links with Hong Kong. Many of them want to get the BN (0) passports, even after becoming Canadian citizens. According to Statistics Canada, about 96,000 persons came from Hong Kong as immigrants between 1981 and 1991, and for Toronto alone, it's estimated that the Chinese population has reached over 300,000, many of them are ex-Hongkongera.
Taking up the British Consulate's or the High Commission's job to answer public enquires about details of passport application may look stupid to us, but people here usually find us more readily available or approachable, and records in the last two weeks showed that we received a maximum of 60 enquires a day on BN(0) application. Therefore, I hope you would appreciate our situation.

Some of the immigrants from Hong Kong had their ID cards taken away by the immigration officer while they left the territory for good. Can they get their new Hong Kong ID cards from the British High Commission?
