BDTC/BN(0) PASSPORTS

I refer to Hong Kong telegram number 952 which you copied to me this morning.

I do not see any difficulty with the line taken in the telegram but I think there are a few other matters on which we and Hong Kong should be clear before we proceed. I should welcome their comments, and those of other recipients of this note, on the following:

A.

Fees

1. As a general rule where the issuing of a BDTC passport would cause extra work and expense for HKID, the applicant should pay for it. We do not wish to encourage the

retention or reclaiming of the BDTC passport and a fee is desirable on disincentive grounds.

2. If there was no extra work involved no fee would be

chargeable. Thus if an applicant had a BDTC passport which was valid until 30 June 1997 he would simply register as a BN(0) and keep his BDTC passport along with his BN (0) passport.

3.

The BDTC fee should be the same for all those who are

to be charged for a new BDTC passport, regardless of when
