Thank you for your letter of 3 June.

It was always my intention that the new Consulate-General should be given guidance well before 1 July 1997 on what to do in the case of an uncollected BN (0) passport. The

Consulate-General would, of course, be perfectly competent to release passports that had not been collected before that date in the same way as they will be dealing with all other nationality and passport questions in Hong Kong.

It seems to me that now Mr Giles accepts that the potential holder of a BN (O) passport not collected before 1 July 1997 may nevertheless claim the benefits of that status, we are all agreed on the position.

I have amended the draft letter to Mrs Chow circulated under cover of my minute of 20 May to Mr Christie accordingly. Since it is not necessary for HKID to know how this matter has been resolved, I have not gone into detail in my letter.

As you rightly point out, a British citizen who is eligible to register as a BN(O) does obtain benefit by doing so. The table attached to your letter illustrates this most effectively.
