avoid confusion
and unnecessary arguments, we propose that the Home Secretary's decision should be implemented on a date to be specified, rather than on the day it was announced. To give the first age group (22 - 26) as much notice as possible, we have used the publicity arising from the Home Secretary's decision and immediate publication of the Order in Council to publicise the cut-off dates. We are under great pressure to announce the details how to implement the Home Secretary's decision. We could implement the decision i.e. dual possession of BN (0) and BDTC passports with effect from 1 July. If you agree, the Director of Immigration would hold a press conference on 30 June to announce it together with reinforcing publicity the cut-off dates and our key requirement in terms of individual notification.

As you may be aware, we are required to brief the LegCo Nationality Sub-Committee on 23 June on this issue. We plan to merely say then that we are still sorting out the technical requirements with the Home office, but offer a specific date when we can brief the Sub-Committee. Therefore, we would be grateful if you would confirm that you are able to let us have details by 23 June and if possible, that our proposed implementation date is acceptable
though the cut-off dates have not yet passed).
