We strongly feel that this option should not be pursued.

For the same reasons, we are not in favour of this proposal as a substitute for dual possession. There is an added disadvantage in this proposal in that it will draw unnecessary attention to the way in which certain BN (0)/BDTCs obtain their BCship i.e. under the British Nationality Scheme, thereby giving away their identity. We should also make it clear that allowing people to hold two passports is an exception, done for the sole purpose of allaying LegCo's fear of BDTC status being taken away. There is no reason, therefore, that BCs should be given two or three passports.
