We agree with points 1 to 3.

AS for point no.4, we do not see the need for any exception because if a HKBDTC still chooses to apply for a BDTC passport after June 1996, then it is his own choice. We do not see any justification for introducing a reduced fee for this group.

expired/expiring Hong Kong British passports in late 1989 when the demand for passports then, triggered off by the June 4th incident, exceeded our handling capacity and there were insufficient passports in stock.
