fee waiver for the sort of reason we had in mind. We have
therefore abandoned the idea.

You will also see that we have not included any reference
to the option of having the BN (0) passport endorsed with
BDTC status. You may, however, wish to consider this
further. NTCD's view is
view is that an endorsement might be
offered free of charge and be acceptable to some applicants
who did not wish to pay the fee for a second passport. It
might save HKID much work if new applicants were prepared
to accept it. It is true that the existing half-million
BN(O)s might ask for this endorsement also and that this
would be a considerable burden for Immigration Department
with no recovery of costs, but existing BN (0)s might also
apply for a new BDTC passport and this would involve even
more work. They would therefore favour this option being
put to applicants when they apply, but given that the vast
majority of the work will fall to HKID
to HKID. they are content
for the decision to rest with them.
