4. In clarification of (iv) you should be aware that there is no provision in the Consular Fee Regulations for allowing a fee waiver in these circumstances.

5. You will also see that we have not included any reference to the option of having the BN (0) passport endorsed with BDTC status. You may, however, wish to consider offering an endorsement free of charge. This might be acceptable to some applicants who did not wish to pay the fee for a second passport and might thus save HKID much work. There is a risk that the existing half-million BN (0)s might ask for this endorsement also and that this could become a considerable burden for Immigration Department with no recovery of costs, but existing BN (0)s might also apply for a new BDTC passport and this would involve even more work. Please let us know by 25090OZ whether you wish to put this option to applicants or prefer not to.
