OUR TELNO 583 AND YOUR TELNO 952: BN(0) PHASED REGİSTRATION PROGRAMME, PASSPORT ARRANGEMENTS
1. The Home Office, after consultations within Whitehall and with you, have drawn up the following instructions for implementing the Home Secretary's decision to permit BDTCs to retain passports for this form of nationality after they have been registered as BN (0)s and issued with new passports.

We need a decision from you on whether you wish to offer a further option - an endorsement in BN (0) passports of BDTC status (see paragraph 4 below).
(i) An applicant for BN (0) status who has a BDTC passport which is valid until 30 June 1997 will be registered as a BN (0) and will keep his BDTC passport when issued with his BN (0) passport.
(ii) A BNCO) applicant who wishes to have a new BDTC passport a well as a BN (0) passport must pay the prescribed fees for both the BDTC and BN (0) passports.
(iii) The BDTC fee will be the same for all applicants regardless of when they order it.
(iv) An existing BNCO) who gave up his BDTC passport when registering as a BN (0) and who wished to re-acquire a BDTC passport, must pay the appropriate BDTC passport fee.
(v) There will be no post-dating of the BN (0) passport. Both BN (0) and BDTC passports will run concurrently, with all BDTC passport expiring on 30 June 1997.

We are content with the proposal (Kwok's letter of 18 June to Mrs Barnes Jones) that these arrangements should come into effect on 1 July and be announced by the Director of Immigration at a press conference on 30 June. We and the Passport Agency will
