Terms of Reference
To advise the Governor on all late applications for BN (0) passports which the Director of Immigration has refused to accept.
Functioning of the Panel
The Panel will be administrative in nature. secretariat will be provided in Security Branch. Should members fail to reach a unanimous decision on any case, their views will be recorded and submitted to the Governor for consideration.
Final Decision
The Panel will make recommendation to the Governor who will have the final decision on all cases which the Director of Immigration refuses to accept.
Way Forward
Members of the Legislative Council Subcommittee on Nationality are requested to indicate whether the above recommendations are acceptable.
