3. Adoption of this procedure answers all the questions raised by you with one exception, sub para (e) falling away. The only unanswered question is that raised by you at sub para(f). It is still to be resolved whether a person who successfully applies for a passport describing him as a BN (O), whose name is added at the time to the BN (0) register and who subsequently fails to collect his passport can claim BN(0) status. Such cases will be rare if they arise at all. It will be for the new Consulate-General to decide what the position of such persons is and the register should be handed over to them in_tact with any passports which have not been collected by
30 June 1997.
