Thank you for your minute of 18 May. I leave it to the Home Office, their Legal Advisers and Hong Kong Department to comment on the points you have raised. In the meantime, I have received a further letter from Mrs Chow in Hong Kong Immigration Department asking to be informed of the present position.

I propose to write to her along the lines of the attached draft subject to any comments from yourself or copy addressees. It is some time since Mrs Chow raised this subject with NTCD and I would hope to be able to send her a substantive reply in the fairly near future.
