PHASED PROGRAMME FOR REGISTERING BDTCS AS BNOs: OVERSEAS PUBLICITY
Thank you for copying me Ingrid Ho's letter of 25 May 1993 to John Woodrow and his subsequent reply and for giving me the opportunity to add my observations.
Like the FCO I will be happy for the UK Passport Agency to publicise the programme by displaying posters in our offices and by issuing leaflets to enquirers. Twenty posters and an initial supply of 1,000 leaflets should be adequate.
The posters and leaflets will help to ensure that the limited number of people who are likely to contact us will be made aware of the changes. However to avoid late applications I think there would be much more value in publicising the phased programme as widely and as frequently as possible in the Chinese community. If funds are limited as it seems they are the Hong Kong authorities might wish to consider limiting the use of posters and leaflets in favour of an extended advertising campaign in the Chinese community.
