CUT-OFF DATE FOR BDTC APPLICATIONS
Those who wish to apply for British citizenship under the second tranche of the scheme need (if they do not already have some other form of British nationality) to be Hong Kong BDTCs or to have applied to become such. Paragraph 4(2) of Schedule 1 to the British Nationality (Hong Kong) Act 1990 provides for dates by which applications for BDTC status need to be made. Section 1(3) of the Act provides for the Secretary of State to issue directions setting such dates.
Hong Kong would be grateful if we could now prepare a draft direction specifying the date of Saturday 13 November 1993. They have settled on this date because a) it gives potential applicants time to familiarise themselves with the arrangements being introduced by the new Order, which should be approved by June; b) it is sufficiently close to the beginning of the second tranche to have an impact in publicity terms; but c) it is not too close to the start date of the second tranche to cause confusion with that. It also avoids any clash with the deadlines to be specified in the ENO cut-off dates Order.
I should be grateful if you could now prepare such a direction. It seems to me best if we aim to issue the direction at the same time as the two Orders receive Parliamentary approval, so that this date can be highlighted early in the publicity that will surround those instruments.
