2. We and the Home Office are content for you to take the Line you proposed in your paragraphs 9 and 10 of your second TUR.

On your paragraph 7, we agree that you could invite members to put forward reasons which might constitute quote special circumstances unquote for latecomers who miss the deadlines for registration. But you will wish to stop short of giving any commitments on particular categories at this stage.

You asked us in your first TUR to hold up publication of the draft order on the BNCO) Phased Registration Programme until after you had consulted ExCo. Since ExCo have now considered the concerns of the Sub-Committee, can we now take it that the Home Office should go ahead with the publication of the Order? Grateful for confirmation.
Grateful for a report in due course on the meeting of the Sub-Committee, taking place later this week.
