The publicity for this exercise will be carefully handled to emphasise that the exercise is a necessary and reasonable administrative measure. As a first stage, as soon as we have notified the Chinese side, we will issue a press release reminding people that those who wish to register for BN(O) status should do so in good time. We will also make the point that international acceptance of BN(O) passports is (with two exceptions) on a par with BDTC passports. A spokesman will handle enquiries.

The press release will be the beginning of a wider publicity campaign. Initially, the campaign will explain why those who wish to do so need to apply for BN(O) passports in good time. The second stage (probably in March or April 1993, depending on the British legislative programme) will invite people to come forward in the way proposed in paragraph 11 and Annex C. At this stage (i.e. when the Home Office submits the draft Order to Parliament) a Legislative Council Brief will be issued.
