We have discussed with the Hong Kong Government other possible ways to solve the potential problem. We remain unconvinced that the proposed phased programme is the only feasible solution. We remain of the view that administrative problems should be solved by administrative measures. request that action on the proposed legislative amendment be held in abeyance to give us more time to further discuss the matter with
