PHASED PROGRAMME FOR REGISTERING BDTCs AS BN(0)s: OVERSEAS PUBLICITY

1. Your fax of 26 May covering a letter from the Goverment of Hong Kong dated 25 May refers.

2.

((1)

Not only are we content to publicized the phased programme through our overseas posts but have been urging this course for the past few months. The Government of Hong Kong should also take into account the requirements of the United Kingdom Passport Agency who will no doubt wish to publicized the phased programme in this country.

2. The initial printing of four posters for every office/post and 500,000 leaflets should meet immediate demand. When we inform posts of the phased programme introduced by the Order in Council, we shall let them know that both the posters and the leaflets are available from the Hong Kong Immigration Department from whom they should order their requirements direct.

3. It would also be useful to have at the same time guidelines on the special considerations which should be taken into account when receiving late applications and the procedures to be followed in such cases. For example, is it the intention of the Government of Hong Kong that all such late applications should be referred to them for consideration or are they prepared for such cases to be decided locally.
