Subject to Members' approval of the recommendation at paragraph 2, we will issue a Legislative Council Brief to explain further our views to Legislative Council Members. We will also attend the next Sub-committee meeting to brief Members further. Depending on reactions, we will also brief the media.

Once the Order in Council is approved by both Houses of Parliament, we will launch intensive publicity to ensure that all eligible BDTCs are aware of the cut-off dates.
