apply later. Legislation is being prepared for an
Order-in-Council in the UK to give the deadlines for
each age group legal force. However, the Director of
Immigration will be enabled to approve applications
from people who are prevented from applying on time
by special circumstances. But the officials said
wanting more time to consider could not be accepted
as a reason under this discretion.
On details, officials said that depending on
progress with the Order-in-Council, the programme
would start later in the Summer.
The first time
slot, probably from July to October, would be for
BDTCS aged 22-26. Further details would be announced
as soon as the Order passed Parliament.
The officials also answered questions on the
international acceptance of the BDTC and BN (0) and
said the passports were very largely the same
already. There were only two small exceptions to
identical treatment, Austria and Mauritius. These
had still been giving slightly better treatment to
BDTCS by letting them in visa-free, although BN (0)s
had no trouble getting visas. "As LegCo has been

the spokesman said, "we have taken
this minor discrimination up with the two Governments
concerned and hope to get as good treatment for
soon."
