He pointed out that under the Hong Kong British
Nationality) Order 1986, Hong Kong BDTCs would cease to be
such citizens on July 1, 1997, but they were entitled to be
registered as BN (0)s and to hold or be included _n BN (O)
passports before that date.
It is estimated that there are about three million BDTCS who have not applied for BN (0) passports. There will also be a large number of renewals of BN(0) passports due
in 1997.
"This sort of number would be quite impossible to
deal with at the last moment. The Administration is
therefore proposing a phased programme, similar to previous identity card re-issue exercises, for registering BOTCs as BN(0)s and for issuing them with BN (C) passporu
