Having discussed (Vickers/Randall) I now
attach our agreed final version of the Press Releas to go out this morning on the above, on which the Degco Sub-committee on Nationality nad asked for a briefing.

Unfortunately, the Sub-committee, prompted by their Legal Adviser who was in attendance, narped on the notional loss of rights - an issue which we nad examined closely with legal advice here and from Condon. This then brought out the question of why we nad noc consulted them earlier, which raised the

I was at least able to say we had been prepared to pre-empt Parliament by raising it today, but this will not be enough to reduce their pressure for reconsideration on the loss of rights' point and other options. We will of course reconsider but ac present there is no plan to drop what we still see as the best practical option for a practical problem, as in the Governor's Line-to-take this week.
