The Clause as it currently stands does not seem to allow the Governor to transfer unused quotas in the first period to be carried forward to the approved occupations in the second phase. I suggest rewording it so that any such unused quota, will be carried to the general occupational class quota for the approved occupations or specified occupational groups in the second period as may be determined by the Governor. Alternatively "for specified occupational groups" may be deleted altogether.
New Article 10(5)
The Clause would appear to require the transfer to take place at the end of the second period. Perhaps similar wording in clause 3 can be used to enable the transfer to take place earlier. The same comment applies to New Article 21(3).

It would appear simplier to read if Clause 7(5) became Clause 8(5) since it is consequential on Clause 8(3).
