we have overlooked the Article 4(2) point that the cut-off days are meant for submission of applications only and not for formal registration. Registration should be able to take place after the relevant date, provided that BDTCs apply before the dates. If amended as proposed a person would only be entitled to be registered before the relevant date. I suggest amending this article by inserting the words 'and who applies on or before the relevant date' between 'such a citizen' and 'shall be entitled'
