Passport Procedures
Assuming that it is possible to be placed on the register of BN(0)s without holding, or being included in, a passport showing that status, the following procedure would seem to be appropriate for a British citizen who wished to retain his passport describing him as such, and who was also eligible to be registered as a BN (0):-

He should be entered on the register of BN (O)s maintained in Hong Kong and his passport describing him as a British citizen should be endorsed:-
"The holder of this passport has Hong Kong permanent identity card number .. which states that the holder has the Right of Abode in Hong Kong. The holder is also a British National (Overseas)."
This would appear to satisfy the requirements for claiming right of abode in Hong Kong after 30 June 1997
set out at Article XIV of the Elaboration by the Government of China of its basic policies regarding Hong Kong at Annex 1 of the Joint Declaration.
