Further to your note of 16 December I now attach for your a submission seeking Ministers' agreement to proceed with the drafting of the two Orders. (The other recipients of this note will receive their copy of the submission once you have approved it.)
You mentioned that you would find it helpful to have a timetable showing when each stage of the work needs to be completed. Giles, Mr Kinney and I have agreed that the following would be a reasonable compromise between our needs and those of Hong Kong:-
a)
Policy formulation, informing Ministers, instructing Legal Advisers.
by 15 January
b)
Drafting of Orders and securing agreement to the drafts.
by 12 March
c)
Ordering of printed proofs and checking of proofs.
by 26 March
a)
Securing Ministerial approval for laying of drafts.
by 30 March
e) Publishing Orders and laying before
Parliament.
