Secretary to write to
OPD (K) as in the attached draft seeking the Committee's agreement to proceed with the drafting of two Orders in Council relating to British Nationality in Hong Kong. The Orders would be subject to the affirmative resolution procedure and we envisage their being presented to Parliament at the same time, probably in May this year.
2. Last summer Ministers agreed in principle to an Order making provision for a phased scheme for registering British Dependent Territory Citizens (BDTCs) as British Nationals (Overseas) (BN(0)s), so as to avoid a last minute rush. My submission of
