We copied to you recently Mr Kelly's letter of 11 February to Miss Ho, Security Branch, HKG. I failed at that time to draw your (and Mr Stephen's) attention to Mr Kelly's request for comments on the points raised by 24 February. If you let me have any by close of play 23 February, I will send them on.

You will see that points made by you and MVD have been reflected in this letter. Mr Kelly asks in particular for your views on paragraph 5 (the question of blanket dispensation for overseas posts to accept applications for registration of BN (0) at any time up to the final cut-off date).
