Thank you for your letter of 12 February seeking my agreement
and that of other OPD (K) colleagues to the Home Office
proceeding with the drafting of two Orders in Council relating to British Nationality in Hong Kong.
I agree that the two Orders in Council should now be drafted.
I note that you anticipate being able to lay them before Parliament in May this year; I appreciate that there is still
a lot of work to be done before the Orders are ready, but would welcome their introduction to Parliament as early as
possible, in order to give Hong Kong the maximum possible time for publicising the details. My officials will do all that they can to assist in the preparatory stages.
