1. Please see the attached letter of 18 February from Miss Ho in the Security Branch of the Hong Kong Government. I would be grateful if NTCD could review the passport application forms which she encloses. You will see that she requests "comments and clearance" in two weeks, which does not give us much time. Could you let me have your responses by 8 March?
2. I am copying this correspondence to Chris Kelly (B4 Home Office) and would be grateful for any comments he might have.
3. Taking Miss Ho's suggestions in turn; I see no problem with removing (a) as she suggests. On (b) should not this sentence say something about the safety net of BOC status? On the problem of who does and who does not receive British consular protection - I would think this is best not spelt out at this stage.
