You will recall that we met on 10 June in Geneva in the margins of the International Labour Conference and that you raised with
me the problem of Nepalese workers being refused work permits
for Hong Kong. I undertook to look into this matter and to let
you have an answer.
The Hong Kong Government have informed me that they do allow Nepalese workers to take up employment in Hong Kong. However under their current immigration policy, a person can only be admitted to Hong Kong for employment if that person possesses a special skill, knowledge or experience of value to Hong Kong and not available there, or if that person is in a position to make a substantial contribution to the economy of Hong Kong.
The Hong Kong Government have provided a breakdown of Nepalese applications approved by them over the last two years. I attach
a copy. You will see that the number of successful applicants in 1992 was up significantly (101) on the 1992 figure (71). I hope you will find this information reassuring.
