visiting China for such talks, as long as the Chinese indicate that they may use a visit to give the Secretary of State a rough time and a run-round. If, in the second half of February, the Secretary of State decides to visit China, he may try to do so separately from the Easter trip, that is some time in March. I suppose an alternative (which I have not discussed with the Secretary of State) would be to meet Qian Qichen somewhere else.
