OUR TELNO 92 TO SEOUL: SECRETARY OF STATE'S VISIT TO THE FAR EAST: PRESS ANNOUNCEMENT
1.
Since an announcement of the visit is likely in the next week or so, we need to consider how to handle the fact that the Secretary of State will not be visiting Peking or Hong Kong.
2.
For Peking: Grateful for your views on whether we should forewarn the Chinese of the announcement that the Secretary of State will be in the region in early April. If we did so, we should presumably also say something to them about the Secretary of State's intentions as regards his next meeting with Qian. Subject to your and Hong Kong's views, we suggest that this should be in pretty general terms along the lines that the Secretary of State is conscious of the provision in the MOU that The two Foreign Ministers should meet twice a year: he Looks
"ward to a meeting with Qian covering international issues as well as Hong Kong when this would be productive. In the light of your comments we will consult Ministers.
3. For Hong Kong: We will need an agreed line to take with the press on why Hong Kong does not figure in the itinerary this time. We will draft something here and clear it with you.
