I should be grateful if you and SEAD could explore the possibility of a programme on these lines with Posts. Bangkok and Hanoi may consult host governments informally. Please submit revised outline programmes for the box closing at 2pm on Friday 17 December.
For Ministerial Visits Section (Pauline Waugh's submission of 1 December refers): a programme on these lines is unlikely to be do-able by scheduled flights, given the need to depart from Saloniki (is this right?), and the relative infrequency of flights into and out of Hanoi. Your option (iii) of a British Airways charter therefore seems the best. Please could you confirm with BA that an itinerary on these lines is possible and ask them to revise their estimate as necessary. If all goes well, we should be able to confirm the booking before the New Year.
