SECRETARY OF STATE ́S EASTER TRAVEL: POSSIBLE VISIT TO BRAZIL AND THE FALKLAND ISLANDS

Your minute of 21 December sought views on whether the Secretary of State's possible visit to Brazil and the Falklands this summer might be brought forward.

2. We have obtained the views of HMA Brazilia and the Governor of the Falkland Islands (Brazilia telno 511 and Stanley telno 187). Both would be delighted to receive a visit by the Secretary of State after Easter. As you will recall, a visit to Brazil was first mooted for February (as a side trip to the Royal visit to the Caribbean), but had to be postponed. April would be a very suitable alternative. Brazilia has a strong preference for the first option suggested in your minute (Monday 4 April - Thursday 7 April in Brazil) (because of the availability of Ministers and politicians in Brazilia in mid-week). The Governor has warned of possible (none seem insuperable) difficulties over transport depending on whether the Secretary of State will use his own RAF aircraft or a normal RAF Tristar flight. The latter, while less costly, involves a rather uncomfortable 19 hour flight. If it is to be used, it reinforces the case for your first option. That said, the Governor is content with either option, although he would naturally prefer the Secretary of State to spend more than one day in the Islands.
