The Governor has seen your note to Peter Ricketts copied to me about a possible visit to Hong Kong by the Portuguese Prime Minister in April of next year.
As you rightly assume, the Governor would warmly welcome a visit to Hong Kong by Cavaco Silva and would be delighted to invite him. That is best done, I imagine, shortly after the Prime Minister has dined with Cavaco Silva at the end of next month? The Governor is due to be in Hong Kong for the whole of April next year.
The Governor has developed a good relationship with his opposite member in Macau. He believes that we should work closely with the Portuguese over our respective relationships with China. Incidentally, he suggests that you might find it useful to visit Hong Kong and Macau some time with your wife. We could, if you were interested, help to arrange this.
