It is important that Kohl should be properly briefed on Hong Kong. May I suggest that you consider writing personally to him about Hong Kong before he leaves. This will be on 14 November so there would just be time to send a message following your meetings in London. I would ensure it got to him before his departure. 6. Given the absence of worthwhile interlocuters in Bonn on 15 November, I doubt very much whether it will be worth Anson Chan's while to come to Bonn at all and I suggest that part of the programme should be cancelled. (The Konrad Adenauer Stiftung have already said they would prefer to postpone the speaking engagement until you yourself were able to come.) The Frankfurt visit would go ahead much as planned.
