Visit to Hong Kong by Bolivian Minister of Exports and Economic Competitiveness
16/3.
The Bolivian Minister of Exports and Economic Competitiveness, Mr Fernando Campero, was in Hong Kong on 8 March 1993 to explore the possibilities of opening a commercial and financial office in the Territory. The Minister brought with him a personal letter to the Governor from the Minister for Foreign Affairs, Mr Humberto Böhrt Artieda.
I am sending you a copy of the Governor's reply by airmail and I should be very grateful if appropriate arrangements could be made to deliver the letter to the Minister's office when it arrives. Meanwhile I am attaching copies of the exchanges to this fax.
The background is that the Bolivians had a Consulate General in Hong Kong up until about two years ago, when they closed the mission down. Clearly they have now decided that they should get back into the action in this part of the world, hence Mr Campero's visit. Mr Campero asked for possible.

Mr Campero called on accompanied by the Bolivian Commercial Representative in Taiwan, Mr Roberto Barbery (I understand that Bolivia does not have diplomatic relations with Taiwan). Mr Campero indicated that their office in Hong Kong would be run day-to-day by two or three locally employed staff and Mr Barbery, who was to be in overall charge, would visit from Taiwan for about 10 days in each month. The Hong Kong office, Mr Campero added, would be authorised to issue visas, to Hong Kong businessmen wishing to visit Bolivia.
