TELECON BARNES JONES/FOLLAND OF 2 APRIL: VISIT TO HONG KONG BY SWEDISH PRIME MINISTER

The Special Adviser to Mr Patten, now visiting Brussels and London with the Governor, has asked us to pass a message to the Swedish Prime Minister in connection with Mr Bildt's forthcoming visit to Hong Kong. Mr Llewellyn undertook to let Janos Hafstrom, Special Adviser to Mr Bildt, have some points which we would find it useful for Mr Bildt to make when speaking in public in Hong Kong.

Grateful if you could contact Mr Hafstrom before his departure (we understand the Prime Minister's party is leaving on 4 April) on behalf of Mr Llewellyn. Please thank Mr Hafstrom for his approach and suggest that Mr Bildt might like to draw on the following:
- Sweden, in common with Hong Kong's many other economic partners, has an interest in the continued success of Hong Kong (world's tenth largest trader, 1992 GDP growth 5 per cent).
The detailed arrangements for the transfer of sovereignty are a matter for Britain and China to work out. Sweden hopes that this can be carried out in a way which preserves Hong Kong as a prosperous and stable community, with a favourable environment for international business. They therefore hope that the present difficulties can be resolved through discussions so that Hong Kong's political and economic development can proceed smoothly.
