The PTG sets out the conditions for use of the land granted to HMG. Legal Advisers tell us that before we can make firm plans to include the Chamber, Special Condition 13 of the PTG requires us to obtain the written approval of the Director of Building and Lands Department (BLD). We are exploring with HKD how these technical problems might be resolved.
Environmental issues

Following Mr Goodlad's meeting with Baroness Chalker, we sent the ODA and the DTI a list of British firms interested in environmental work in the Pearl River Delta.
8. (Not for use) The ODA have decided, on the Governor of Hong Kong's advice, to delay agreement on any future ATP to China until the outcome of the Hong Kong talks becomes clearer.
