COMMUNITY LUNCHEON FOR HR GOODLAD

Brief on Issues that Might Be Raised
Background
Line-to-take
ERMENT HOUSE HONG KONG.
Proposed abolition
of appointed District Board (DB) membership
The proposed abolition of appointed DB seats as from 1994 is one of the
components of the constitutional package being negotiated in
Beijing. The DB Chairmen may reiterate their opposition to the proposal on the grounds that appointed members do have
a valuable role to play in the DBS.
This proposal is in line with the proposals for the development of the other tiers of representative government in Hong Kong. It is not reflection of appointed DB members' performance. They have done an extremely good job in the past 10 years. Very much hope that they will stand for election.
[Deploy only if asked: Limited scope to tinker with the number of appointed seats.]
