Mr Chau How-chen wants to know the commencement date of this project and the outcome of the privatisation study. He is concerned about the possibility of toll charges being levied for the use of route 3 if the privatisation option was adopted. He is likely to urge for the early construction of
the expressway.
The preliminary design is in hand and Government will shortly invite expressions-of-interest from the private sector for participation in the project under a franchise arrangement. If it is decided to privatise the project, HKG will ensure that effective control will be exercised on all aspects of the project, including the construction programme, quality of service and
toll levels.
