Setting a deadline for the talks?
There is a lot of important ground to cover in the talks: setting deadlines will not help matters. But we have said talks cannot go on indefinitely.
Believe Hong Kong people would want talks to be given every chance of success, and would not understand it if we were to do something which meant talks would be broken off while there was still a possibility of progress. But would like to hear members' views on this.
Splitting the package up? (eg deal first with District Board and Municipal Council arrangements.)
- We think all elements of the package should be dealt with together.
Importance of the Through Train
- We think a clarification of the concept of the 'through train' is important if the talks are to reach a successful conclusion. Candidates in the 1995 election need to know where they stand on the question of continuing until 1989. Therefore important to establish clear, objective criteria on who may or may not ride the through train. But would like to hear your views on this.
- We are not asking for guarantees about which individuals may ride the train. But we think it right that potential LegCo members should know what the rules are going to be.
