On a policy level, Ministers remain firmly in support of the approach which the Governor is with your advice taking. There is also broad political support at Westminster.
It will not be plain sailing when the time comes to weigh up possible changes to the electoral proposals. But provided a deal is widely acceptable to the people of Hong Kong, should not cause too much political difficulty in London. We will depend heavily on your advice as to what is likely to be acceptable in the community and to LegCo.
